Ohio unemployment

My question is about Ohio unemployment benefits eligibility. I quit my job as a truck driver to take another cdl job. I was not told that the new company hiring me would require a new dot physical. I quit my job 12/3/09 and went to the orientation on 12/8/09 in Idaho, I live in Ohio. When I took the physical for the new job my blood glucose levels exceeded DOT requirements. So could not start the new job and I cannot work at my old job. As per this Ohio unemployment guide I may not qualify. What do you all think? Am I eligible for unemployment? Appreciate your feedback.
