Unemployment and Social Security Benefits

Does anyone know if I can receive unemployment and social security benefits at the same time for my children? While working, my wages were too high to receive a check on my 13 year old's behalf. I still receive benefits as their payee.

Not sure, but my question is can you apply for social security benfits if your unemployment runs out?

Who do you call for assistance to pay your utililities?
